On November 5, 2024, David Matas, HRAG co-founder and chair, spoke about the persecution of Falun Gong practitioners at a hearing in UK Parliament. He presented a two-part plan of action for the UK to combat organ transplant abuse in China. In short, this plan involves (1) preventing complicity, including by requiring mandatory legal and ethical reporting related to transplant tourism, imposing targeted sanctions and immigration bans on those responsible for or complicit in organ transplant abuse abroad, and enabling prosecution by amending the criminal law of forced organ harvesting to apply to any person within the jurisdiction of the UK, no matter where the offence was committed, and (2) making efforts to end the abuse, such as engaging in human rights dialogue with China and leveraging UN Human Rights Council, UN Security Council, and UN General Assembly mechanisms to raise concerns.
