Human Rights Action Group Testifies in the Canadian House of Commons on Proposed Hostage-Taking Legislation Bill C-353

In a series of meetings in November and December 2024, the Canadian Standing Committee on Foreign Affairs and International Development (FAAE) studied Bill C-353, An Act to provide for the imposition of restrictive measures against foreign hostage takers and those who practice arbitrary detention in state-to-state relations and to make related amendments to the Proceeds of Crime (Money Laundering) and Terrorist Financing Act and the Immigration and Refugee Protection Act.

HRAG’s Sarah Teich was invited to provide evidence as part of the November 28, 2024 meeting.

The Bill was adapted from a legislative proposal authored by Teich and co-published by the Macdonald-Laurier Institute and the Canadian Coalition Against Terror (now known as Secure Canada) in January 2021.
