Analysis for Secure Canada: Palestine Meets Criteria as State Supporter of Terrorism

On September 23, 2025, Secure Canada published a comprehensive legal analysis drafted by HRAG co-founder and president Sarah Teich, examining whether Palestine meets the criteria to be designated as a state supporter of terrorism under Canadian law.

The analysis focused on three entities that constitute the core of the newly-recognized Palestinian state: the Palestinian Authority (PA), the Palestine Liberation Organization (PLO), and Fatah. It detailed evidence that the PA engages in systematic financing of terrorism through its stipend program; that the PLO’s factions (notably the PLF and PFLP) have long records of hijackings, bombings, and other attacks targeting civilians; and that the Al-Aqsa Martyrs’ Brigade, a listed terrorist entity founded by Fatah, has carried out suicide bombings, shootings, and attacks on civilians.

The analysis gained significant media attention following Canada’s recognition of Palestinian statehood. Toronto Sun columnist Warren Kinsella wrote that the analysis “methodically and convincingly makes the case that Palestine is, in fact, a state sponsor of terrorism.”

A subsequently published joint op-ed with Secure Canada’s CEO Sheryl Saperia in the National Post summarized the analysis’ key findings, arguing that Canada’s recognition of Palestinian statehood necessitates applying the same legal standards to Palestine that apply to all other recognized states, including designation as a state supporter of terrorism where the evidence warrants.
