On June 11, 2026, the Canadian Coalition for a Foreign Influence Transparency Registry (FITR Coalition) and Human Rights Action Group (HRAG) sent an open letter to Prime Minister Carney urging him to take all necessary steps to fully implement the Foreign Influence Transparency and Accountability Act (FITAA).

While the letter welcomed the Government’s efforts to date, it highlighted that further steps are necessary to adequately implement FITAA. Accordingly, the FITR Coalition and HRAG issued 4 recommendations–

1. Finalize and publish the FITAA regulations, taking into account the commentary provided during the public consultation period, as soon as possible;
2. Work to build and maintain institutional knowledge on the issues of foreign interference and transnational repression, including by engaging with communities to foster relationships of trust;
3. Ensure that the independent Foreign Influence Transparency Commissioner and the Office of the National Counter Foreign Interference Coordinator are adequately resourced to enable full implementation of their respective mandates;
4. Finalize Mr. Boegman’s appointment without further delay.

The open letter, which can be viewed in its entirety here or here, was endorsed by 33 multicultural community organizations, think tanks, and human rights organizations across Canada, demonstrating the importance of implementing FITAA.
